In the light of lockdown and support to public the Ministry of Skill Development and Entrepreneurship issued a statement on 30.03.2020 directing all the companies to pay full stipends to apprentices who are engaged with them under the National Apprenticeship Promotion Scheme (NAPS).The Union Minister of Skill Development and Entrepreneurship expressed concern for the youth engaged under the scheme and would get affected due to the lockdown.
According to the Apprentices Act 1961, and Apprenticeship Rules, if a trade apprentice due to strike, lockdown or layoff in the establishment could not complete his apprenticeship training then the same will be extended to period such strike, lockdown or layoff continues. And he will be entitled to get stipend during the period of strike, lockdown, layoff or for six months, whichever is less.
Further the government ensures the establishments that it will reimburse them the stipend paid under the scheme for the period of lockdown as per the NAPS guidelines. The Apprenticeship program is beneficial for both industry and youths. Further, it also helps in making the vision of ‘skilled India’ to come into reality.
The abovementioned steps were taken to support the youths engaged under the scheme and help them in every manner. The pandemic has created chaos in all the sectors and everyone’s livelihood is at stake. In view of this the government’s initiative making sure that the youth receives stipend during the lockdown is admirable.
